i think a poll has been done before and more clubs wanted to keep it than scrap it

or how about seeding the first round where one team from the prem 1,2,3 and 4 play against a team from 5,6 and 7
thatway you get your game against the 'big boys' but the lower league sides who have a greater number of league games to play get knocked out earlier
